Jacqueline (Jackie) Keiser currently serves as the Deputy for Programs and Project Management (DPM) for the U.S. Army Corps of Engineers (USACE) Caribbean District. In this capacity, she provides senior civilian leadership and oversight for the district’s extensive portfolio, including Civil Works, Military Construction (MILCON), Facilities Sustainment, Restoration and Modernization (SRM), Operations and Regulatory functions, Interagency and International Services (IIS), Environmental initiatives, Emergency Response, and the Regulatory Program throughout the Caribbean region.
Ms. Keiser has more than 26 years of comprehensive experience with USACE, having held positions in engineering and project management with the Philadelphia and Jacksonville Districts, and South Atlantic Division (SAD). Her leadership has been instrumental in the execution of critical infrastructure and emergency response programs of national significance.
She served as the Deputy for Programs and Project Management for Task Force Virgin Islands Puerto Rico (VIPR), an expeditionary entity established to expedite delivery of the multi-billion-dollar emergency supplemental Civil Works program. She played a decisive role in the establishment and operationalization of both Task Force VIPR and the Caribbean District.
Ms. Keiser’s prior assignments include Chief of the Hurricane Emergency Restoration Division (HERD) for SAD, where she managed the execution of more than $5 billion in emergency supplemental appropriations across multiple states and U.S. territories. She previously served as Supplemental Program Manager for the Jacksonville District, overseeing the implementation of $3.5 billion in Bipartisan Budget Act funds. She was the founding Director of the Regional Center of Expertise for Regional Sediment Management (RSM-RCX), where she led strategic stewardship of the Corps’ annual dredging operations. Her tenure also includes more than a decade as the Dredging Program Manager for Jacksonville District and five years as Chief of its Coastal and Navigation Section. Her technical acumen and dedication to mission success have consistently advanced the Corps’ flood risk management, navigation, and coastal resilience initiatives, particularly in Puerto Rico.
Ms. Keiser holds a Master of Science in Geology from the University of South Florida and a Bachelor of Science in Geology from Juniata College. She is a Registered Professional Geologist (PG) and a certified Project Management Professional (PMP). Her exceptional service has been recognized with numerous accolades, including the USACE Innovation of the Year Award, the National Corps Award from the American Shore and Beach Preservation Association, and the 2024 LTG John W. Morris Civilian of the Year Award.
