Maricarmen Crespo is the Chief of Construction for the U.S. Army Corps of Engineers Caribbean District. Headquartered in Puerto Rico, the Caribbean District manages a multi-billion-dollar civil works program and oversees military construction, navigation improvements, regulatory permitting, emergency response, and interagency and international services throughout the Caribbean region.

As Chief of the Construction Division, Ms. Crespo leads all construction and contract administration activities for civil, military, and International-Interagency Services projects across Puerto Rico and the U.S. Virgin Islands. She directs a multidisciplinary team of engineers and administrative professionals responsible for construction management, contract execution, and quality assurance, ensuring the successful delivery of complex infrastructure projects throughout the region.

She began her professional career in March 1999 with Ecológica Carmelo, a local construction materials manufacturing company. In 2008, she entered federal civil service as a Design Manager with the Naval Facilities Engineering Command (NAVFAC) in Washington, D.C. Two years later, she joined the Corps of Engineers as a Contract Administrator (Office Engineer) for the Portugues Dam Mega Project in Ponce, Puerto Rico. In 2011, she transitioned to the Contract Administration Section in San Juan, where she managed several Design-Build Military Construction contracts, gaining deep expertise in federal procurement and project delivery.

Ms. Crespo was appointed Resident Engineer for the Support for Others Resident Office in March 2013, where she oversaw construction and contract administration for Military and International-Interagency Services programs in Puerto Rico and the U.S. Virgin Islands. In September 2016, she joined the General Services Administration’s Public Buildings Service as Caribbean Branch Chief for the Project Management Division in San Juan, and in October 2017, she returned to the Corps of Engineers as Area Engineer for the Antilles Area Office, where she led regional construction operations and interagency coordination.

Ms. Crespo earned a Bachelor of Science in Civil Engineering from the Polytechnic University of Puerto Rico in 1998. She is a licensed Professional Engineer and an active member of the Puerto Rico College of Engineers and Surveyors (CIAPR). Her leadership and contributions to the engineering profession have been recognized with several honors, including the Emerging Leaders in Civil Engineering Award from CIAPR’s Civil Engineers Institute in 2008 and the Women in Concrete Award from the American Concrete Institute, Puerto Rico Chapter, in 2024.
