Cassandra (Cassie) Norris is the Real Estate Chief for the U.S. Army Corps of Engineers Caribbean District, where she leads a team of Real Estate professionals delivering acquisition, management, and disposal services in support of military stakeholders and Civil Works projects within the Caribbean.

Headquartered in Puerto Rico, the Caribbean District delivers a multi-billion-dollar civil works program and provides oversight for military construction projects, navigation initiatives, regulatory permits, emergency response efforts, and interagency and international services throughout the Caribbean region.

Ms. Norris brings a uniquely diverse background—spanning military aviation, federal service, and private-sector real estate—to her leadership role with the Caribbean District. She was the first woman aviator assigned to Patrol Squadron FIVE in the United States Navy, serving as a P-3 Mission Commander supporting antisubmarine warfare and reconnaissance missions in Europe and South America. Her flight experience also includes the C-12, C-26, and C-130 aircraft.

Following active duty, she transitioned into real estate. In 2008 she joined the Naval Facilities Engineering Command, where she notably oversaw the acquisition of more than 31,000 acres for the expansion of the U.S. Marine Corps’ Townsend Bombing Range in Georgia. Ms. Norris joined the Corps of Engineers in 2018 as the Deputy Chief of the Real Estate Division for the Jacksonville District, providing leadership and technical expertise for coastal storm risk management, flood risk mitigation, and ecosystem restoration projects in Florida and Puerto Rico. She was a key member of the tiger team that recommended the establishment of Task Force VIPR and played a vital role in standing up the Caribbean District.

Ms. Norris holds a Bachelor of Science in Biology from Duke University. She is a Level II Real Estate Contracting Officer and a Certified Commercial Investment Member (CCIM).

Her awards and recognitions include the Department of the Navy Superior Civilian Service Award and the Navy and Marine Corps Commendation Medal with one gold star.
