Decker retires after guiding USACE Caribbean transformation

Col. Charles L. Decker uncases the flag of the newly redesignated U.S. Army Corps of Engineers Latin America & Caribbean District during his final act as commander of the Caribbean District. The redesignation ceremony of the district marked the culmination of Decker’s leadership in transforming Task Force VIPR into a fully established USACE district with a $10 billion project portfolio across Puerto Rico and the U.S. Virgin Islands.
