Decker retires after guiding USACE Caribbean transformation

Brig. Gen. Zachary Miller, commander of the U.S. Army Corps of Engineers South Atlantic Division, presents the Silver de Fleury Medal to Col. Charles L. Decker, who was also awarded the Legion of Merit, led the district through some of the most significant infrastructure efforts in Puerto Rico and the U.S. Virgin Islands, including awarding the largest civil works contract in Puerto Rico’s history for the $1.078 billion Río Puerto Nuevo Flood Risk Management Project and completing the $56.7 million zero emissions deepening and widening of San Juan Harbor.
