SAN JUAN, PUERTO RICO — In a ceremony held June 23, 2026, at the historic Castillo San Cristóbal, the U.S. Army Corps of Engineers Caribbean District was officially redesignated as the U.S. Army Corps of Engineers Latin America & Caribbean District, marking the beginning of a new era for the organization and its expanding regional mission.

Immediately following the redesignation and the unfurling of the new district colors, Lt. Col. Nathaniel Weander assumed command, becoming the first commander to lead the district under its new name and expanded area of responsibility.

The ceremony also marked the departure of Col. Charles L. Decker, whose leadership guided the transformation of Task Force Virgin Islands Puerto Rico into the Caribbean District and ultimately positioned the organization for its redesignation as the Latin America & Caribbean District.

Brig. Gen. Zachary Miller, commander of the USACE South Atlantic Division, presided over the ceremonies.

“Today’s achievement reflects not only Nate’s dedication and leadership, but also the support of those who have stood beside him throughout his journey,” Miller said. “Nate, today you inherit an exceptional team. The workforce standing before you has built a reputation for excellence and has accomplished extraordinary things over the last few years. I know they will continue to do so under your leadership.”

A district redesignated for a broader mission
The redesignation to the Latin America & Caribbean District reflects an expanded mission and area of responsibility for USACE in the region. Headquartered in Puerto Rico, the LAC District now serves as the Corps’ focal point for engineering engagement across Puerto Rico, the U.S. Virgin Islands, and partner nations throughout Latin America and the Caribbean. The district continues to deliver a multi‑billion‑dollar program that includes civil works and military construction projects, navigation initiatives, regulatory oversight, emergency response operations, and interagency and international support.

“Nate is not simply taking command of an existing district,” Miller said during the change of command. “He is becoming the first commander of the Latin America and Caribbean District, which will serve as USACE’s focal point for engagement across an area that spans 33 nations and millions of square miles. He will also continue to deliver for the people and communities who have always been at the heart of its mission — right here in Puerto Rico and the U.S. Virgin Islands. That distinction carries both opportunity and responsibility. I know you are ready for both.”

A leader shaped by global experience
As the district enters its new chapter, Weander’s broad operational and engineering experience positions him to lead its expanded regional mission.

A native of Nebraska, Weander brings a diverse operational, engineering, and international background to his new role. He received his commission in 2008 through the Reserve Officer Training Corps at the University of Nebraska–Lincoln, after beginning his career as a surveyor and construction inspector with the Nebraska Department of Transportation.

His early Army assignments included serving as an Airborne Sapper Platoon Leader and Company Executive Officer in the 6th Engineer Battalion (Airborne) and Headquarters Company, 2d Engineer Brigade at Fort Richardson, Alaska. During this period, he deployed to Lima, Peru, supporting counter‑drug operations and serving as a Combat Engineer Advisor with the Military Advisory and Assistance Group (MAAG) Peru from 2009 to 2010.

Weander later commanded the 40th Mobility Augmentation Company at White Sands Missile Range, New Mexico, where he also served as the habitually assigned Breach Force Commander for the 4th Battalion, 6th Infantry Regiment. Following company command, he joined the USACE Albuquerque District as a project engineer, focusing on civil works and emergency management projects in northern New Mexico. He deployed to Iraq from 2017 to 2018 in support of emergency repairs to the Mosul Dam.

After completing Command and General Staff College and the School of Advanced Military Studies, he served with America’s First Corps at Joint Base Lewis‑McChord, Washington, where he held key planning and operations roles. Most recently, he served as the Deputy Commander of the USACE New Orleans District, supporting the district’s response to the Mississippi River Saltwater Wedge Intrusion, multiple high‑water events, Hurricane Francine, and the 2025 Los Angeles Wildfires.

Weander holds a Master of Arts in Military Operations from the School of Advanced Military Studies, a Master of Science in Geological Engineering from Missouri University of Science and Technology, and a Bachelor of Science in Construction Management from the University of Nebraska–Lincoln. He is also a certified Project Management Professional (PMP).

The way forward
As the commander of the redesignated LAC District, Weander assumes responsibility for a region of immense strategic importance, one defined by diverse partners, complex water resource challenges, and rapidly evolving infrastructure needs.

He inherits a district built on years of transformation and achievement, and a workforce known for its technical excellence, commitment to public service, and ability to deliver in some of the most demanding environments in the Western Hemisphere.

With the district’s mission expanding across 33 nations and millions of square miles, Weander’s leadership will shape the next chapter of USACE’s presence in the region.

“Nate, you are taking command at a pivotal moment in history,” Miller said. “I know you are ready.”
