SAN JUAN, Puerto Rico – The U.S. Army Corps of Engineers Caribbean District issued a Sources Sought Notice to identify qualified firms for an upcoming construction contract supporting the Rio de La Plata Flood Control Project and the North Coast Super-Aqueduct (NCSA) Relocation Project in Dorado and Toa Baja, Puerto Rico.
This market research effort will help USACE determine the appropriate acquisition strategy for a future construction contract with an estimated magnitude between $25 million and $100 million.
Project Overview:
The planned work includes the relocation of approximately 1,000 feet of the North Coast Super-Aqueduct, a 72‑inch diameter potable water transmission line owned by the Puerto Rico Aqueduct and Sewer Authority (PRASA). The relocation is required to support future channel improvements north of PR‑22 as part of the Rio de La Plata Flood Control Project.
Key technical features include:
- Replacement of existing 72-inch PCCP with 72-inch welded steel pipe (WSP)
- Installation of parallel steel sheet pile systems
- Construction of temporary steel and HDPE bypass pipelines to maintain uninterrupted potable water service
- Wet tapping of an active 72-inch waterline — requiring a contractor or first-tier subcontractor with at least 15 years of experience
- Construction of braced steel sheet pile cofferdams capable of withstanding a minimum 15-foot differential head
- Significant coordination with PRASA throughout construction
The NCSA provides potable water to more than 190,000 customers (approximately 600,000 residents) across Puerto Rico’s north and metropolitan regions, making uninterrupted service a critical requirement.

USACE is seeking capability statements from firms under NAICS 237110 – Water and Sewer Line and Related Structures Construction (size standard: $45 million), including:

- HUBZone Small Businesses
- Service-Disabled Veteran-Owned Small Businesses
- Women-Owned and Economically Disadvantaged Women-Owned Small Businesses
- Large Businesses
Responses will help determine whether adequate competition exists among qualified contractors.
