The U.S. Army Corps of Engineers Caribbean District is expanding engagement with industry partners to prepare for significant upcoming construction and infrastructure efforts across Puerto Rico and the U.S. Virgin Islands.
Two major initiatives highlighting the district’s commitment to transparency, collaboration, and early industry involvement have just been announced:
• Patillas Dam Seismic Retrofit Project outreach event
• Release of a Design‑Build / Design‑Bid‑Build MATOC Sources Sought Notice
Patillas Dam Industry Outreach Event
The district will host a two‑day industry outreach event on June 11–12, bringing together engineering firms, contractors, and technical specialists to discuss the ongoing Patillas Dam Seismic Retrofit Project, currently in final design by the U.S. Bureau of Reclamation (USBR).
The event will take place at the Caribbean District offices, with USBR’s Project Manager and Project Construction Liaison providing a detailed design update and answering industry questions. A guided site visit to Patillas Dam will follow on the second day.

June 11 – USACE Caribbean District Offices, Fund. Ángel Ramos, Annex Building, Ste. 202 Avenida F.D. Roosevelt #383 San Juan
- 9–10 a.m.: Registration
- 10 a.m.–noon: Project Presentation & Industry Input Session
June 12 – Patillas Dam Site Visit
- 9 a.m.–noon: Vehicles will depart the Estadio Municipal Gaspar Cochran (18.005808, -66.018388) Patillas, Puerto Rico in route to the Patillas Dam at 09:00 a.m.
This outreach event supports early coordination with industry, helping interested companies better understand the project’s technical requirements and preparing them for future acquisition planning. These requirements include: seismic retrofit measures, outlet works reconstruction, and complex construction sequencing.

New MATOC Sources Sought Notice Released
In parallel with the event, the Caribbean District has issued a Sources Sought Notice (Notice ID: W51DQV‑26‑X‑1BOF) to gather capability statements for an upcoming Design‑Build / Design‑Bid‑Build Multiple Award Task Order Contract (DB‑DBB MATOC).
This MATOC will support a wide range of construction and infrastructure projects across Puerto Rico and the U.S. Virgin Islands.
The MATOC is expected to include:
- New facility construction
- Building repairs, alterations, and renovations
- Road and pavement work
- Structural, mechanical, electrical, and plumbing systems
- Demolition, excavation, and concrete work
- Environmental remediation
- Potential water and power infrastructure projects
Key MATOC Details
- Ordering Period: Up to 5 years
- Total Capacity: $99M–$249.9M shared among awardees
- NAICS: 236220 – Commercial and Institutional Building Construction
- Estimated Base Contract Magnitude: $25M–$100M
- Individual Task Orders: $500K–$100M (practical ceiling ~ $80M)
- Anticipated RFP Release: Around August 2026
