Proposed Issuance of Regional General Permit SAA-01 for Emergency Activities

The U.S. Army Corps of Engineers, Caribbean District issue Regional General Permit SAA-01 to streamline the Department of the Army permitting process for minor and substantially similar activities. This proposed permit would authorize the discharge of dredged or fill material into waters of the United States, including wetlands, and/or the placement of structures or work in navigable waters of the United States.
The intent of SAA-01 is to expedite the authorization of activities necessary for repair and protection measures associated with an emergency. These can be related to natural or environmental disasters. This regional general permit will be issued pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S.C. § 403) and Section 404 of the Clean Water Act (33 U.S.C. § 1344).
The Corps is committed to ensuring efficient and timely responses while maintaining environmental protection and compliance with applicable federal laws and regulations. All comments received will be fully considered in the process.
