• Colonel Charles Decker

    Colonel Charles L. Decker is the inaugural commander of the U.S. Army Corps of Engineers Caribbean District, which was established in 2024. Headquartered in Puerto Rico, the district is delivering a multi-billion-dollar civil works program as well as oversight of military construction projects, navigation initiatives, regulatory permits, emergency response efforts, and interagency and international services throughout the Caribbean region.

    Maj. Ricardo Herrero hails from San Juan, Puerto Rico, and is a graduate of the United States Military Academy, where he earned a Bachelor of Science in Civil Engineering. He was commissioned into the U.S. Army Corps of Engineers in 2013 and has led with distinction across a range of operational and leadership roles.
  • Jacqueline J. Keiser, PG, PMP

    Jacqueline (Jackie) Keiser currently serves as the Deputy for Programs and Project Management (DPM) for the U.S. Army Corps of Engineers (USACE) Caribbean District. In this capacity, she provides senior civilian leadership and oversight for the district’s extensive portfolio, including Civil Works, Military Construction (MILCON), Facilities Sustainment, Restoration and Modernization (SRM), Operations and Regulatory functions, Interagency and International Services (IIS), Environmental initiatives, Emergency Response, and the Regulatory Program throughout the Caribbean region.
