Fort Buchanan breaks ground on AST barracks

South Atlantic Division Regional Leadership Development Program participants walk the Bastion de San Fernando project site in Old San Juan, Puerto Rico, to observe ongoing cliff stabilization efforts. As part of the SAD RLDP visit to the Caribbean District in late February 2026, participants explored how the Corps of Engineers and the National Park Service are protecting this historic landmark. The group moved along the cliffside trail to examine erosion risks and view areas where the cliff face is most vulnerable. The walk was one of several field activities during the RLDP’s weeklong immersion in the Caribbean District’s mission, projects, and unique operating environment.

2026 Caribbean Water Resources Summit

San Juan, Puerto Rico, September 03, 2025 - Jorge Rivera-Cruz (left), Structural Engineer & Technical Lead in the Engineering Division, Caribbean District walks alongside Brig. Gen. Zachary L. Miller (center), USACE South Atlantic Division Commanding General during a Caño Martín Peña Ecosystem Restoration Project visit. Jorge just completed his dissertation that involved testing three full-scale reinforced concrete frame sub-assemblages in the laboratory to simulate the removal of an interior column and assess the progressive collapse resistance of perimeter frames. Due to his research, the American Concrete Institute (ACI) revised the structural integrity requirements for beam reinforcement in the 2025 edition of ACI 318. Specifically, the Code now mandates reduced maximum spacing for closed stirrups to enhance compliance with seismic design criteria. As a result, seismic designers of concrete beams—both in the United States and internationally—will now rely on these updated ACI provisions to guide safer and more resilient structural designs.
