Caribbean District Contracting
The Contracting Division acquires the supplies, services, and construction needed to support the Caribbean District’s engineering, construction, and emergency response missions across Puerto Rico and the U.S. Virgin Islands. Through fair, transparent, and competitive procurement processes, the team partners with industry and small businesses to deliver high quality projects while ensuring responsible stewardship of federal resources and enabling mission success.

What We Do
Acquisition Planning & Procurement: The Contracting Division manages the full lifecycle of federal procurement for the district. This includes:
- Developing acquisition strategies
- Preparing and issuing solicitations
- Evaluating proposals and awarding contracts
- Managing contract modifications and closeout
These actions ensure that every purchase — from major construction contracts to specialized technical services — complies with federal acquisition regulations and supports mission success.
Construction & Architect‑Engineer Contracting: The district awards and administers contracts for:
- Civil Works construction
- Military Construction (MILCON)
- Architect‑Engineer (A‑E) design services
- Environmental services
- Specialized technical support
These contracts enable the district to deliver resilient infrastructure and high‑quality engineering solutions across the region.
Services & Supplies Contracting: In addition to construction, the Contracting Division procures:
- Professional and technical services
- Equipment and materials
- Information technology support
- Facility and administrative services
These procurements ensure that district teams have the tools and resources they need to carry out their missions.
Small Business Program Support: The Caribbean District is committed to providing opportunities for small and disadvantaged businesses. The Contracting Division works closely with the district’s Small Business Office to:
- Promote small business participation
- Conduct outreach and industry engagement
- Identify opportunities for small, minority‑owned, women‑owned, veteran‑owned, and HUBZone firms
- Support socioeconomic contracting goals
