The Real Estate Division provides the property expertise, legal authorities, and oversight needed to plan, build, and maintain USACE projects for the Latin American and Caribbean District.  From securing property access for flood‑risk‑reduction projects to managing mission-critical leases and outgrants, the Real Estate team ensures every project has the authorized access and agreements required to move forward responsibly and efficiently.

What The Division Does

Civil Works and Sponsor Support
Real Estate specialists support project teams and non-federal sponsors from the earliest planning stages. The division guides non-federal sponsors in providing the necessary lands, easements, rights-of-way, relocations, and disposal areas, ensuring full compliance with federal laws and keeping projects on schedule. When a project requires the relocation of individuals and businesses, the division provides critical oversight to ensure the sponsors' compliance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act (URA), guaranteeing fair and equitable treatment for any affected individuals or businesses.

Military Construction
The division directly secures property for military construction. This includes acquiring easements, rights‑of‑entry, and temporary work areas so that construction teams and contractors can safely and legally perform their work.

Emergency Management and Disaster Response
During crises, the Real Estate Division is vital to recovery efforts. The team rapidly secures temporary rights-of-entry, executes emergency in-leases for facilities, and acquires staging areas for debris removal and temporary housing to support FEMA and local partners in disaster recovery.

Leasing and Outgrant Management
The division manages both the acquisition of space for government use and the use of federal property by others. Specialists execute in-leases to secure office space, facilities, and land required for USACE operations and partner agencies. Additionally, the team maximizes the utility of Army-managed property by managing outgrants, issuing permits for temporary access, and overseeing long‑term agreements for public or mission‑related purposes.

Interagency Support (IIS)
The Real Estate Division provides property-related services for non-Army federal projects and interagency partners. These services support mission-critical operations across other government agencies and include site evaluations, lease acquisitions, property management support, and real estate documentation and compliance reviews.

Supporting the District Mission
The Real Estate Division plays a critical role in enabling USACE projects to move from concept to construction. By securing property access, managing real estate agreements, and supporting interagency partners, the team helps deliver resilient infrastructure and public-service projects that benefit the communities supported by the Latin American & Caribbean District.
