The U.S. Army Corps of Engineers plays a vital role in national emergency preparedness and disaster recovery. As the lead federal agency for Emergency Support Function #3 – Public Works and Engineering – under the National Response Framework, USACE provides critical infrastructure support during natural disasters and emergencies. This includes missions such as:
 
  • Flood Fight Operations: USACE deploys technical experts and supplies like sandbags, pumps, and temporary levees to assist local and state agencies in mitigating flood impacts. Teams also conduct levee inspections and offer engineering guidance to protect life and property.
  • Operation Blue Roof: In partnership with FEMA, USACE installs temporary roofing on homes damaged by hurricanes and severe storms, allowing residents to safely shelter in place while permanent repairs are made. This mission has been a cornerstone of hurricane recovery efforts in Puerto Rico and the U.S. Virgin Islands.
  • Emergency Power Restoration: USACE coordinates the installation of emergency generators at critical public facilities such as hospitals, shelters, and water treatment plants.
  • Debris Removal and Infrastructure Assessment: Following disasters, USACE leads efforts to clear roads, restore access, and assess the safety of public buildings and utilities.
