A Project Partnership Agreement (PPA) is a legally binding agreement between the federal government and a non‑federal sponsor (state, municipal government, flood control district, port authority, etc.) for the construction of a water resources project. The agreement outlines the project scope and defines the responsibilities of both parties, including cost sharing and execution of the work.
Section 2003(c) of the Water Resources Development Act of 2007 requires each U.S. Army Corps of Engineers district to make available all PPAs for water resources development projects within its boundaries that were signed on or after November 8, 1997.
