Jacqueline (Jackie) Keiser serves as the Deputy for Programs and Project Management (DPM), the lead civilian for the Caribbean District. The Caribbean District is responsible for Civil Works, Military Construction (MILCON), Facilities Sustainment, Restoration, and Modernization (SRM), Operations and Regulatory, Interagency and International Services (ISS), Environmental, Emergency Response and the Regulatory Program in the Caribbean.
Ms. Keiser has twenty-six years of experience with the U.S. Army Corps of Engineers working in the fields of Engineering as well as Programs and Project Management in the Philadelphia District, Jacksonville District, and South Atlantic Division. Prior to becoming the DPM for the Caribbean District, Ms. Keiser served as the DPM of Task Force Virgin Islands Puerto Rico (VIPR), an expeditionary organization established by USACE to develop execution strategies and expedite the construction of the multi-billion-dollar emergency supplemental Civil Works program critical to the protection of life and property. Ms. Keiser played a pivotal role in leading the stand up of both Task Force VIPR and the Caribbean District. Her previous experience includes Chief of the Hurricane Emergency Restoration Division (HERD) for the South Atlantic Division, U.S. Army Corps of Engineers. In this role, Ms. Keiser was responsible for overseeing the execution of over five billion dollars in Emergency Supplemental funding in the states of North Carolina, South Carolina, Georgia, Florida, Alabama, and the territories of Puerto Rico and the U.S. Virgin Islands. Her focus was on the rapid delivery of projects and studies in an emergency setting to provide communities the benefits of flood and coastal storm risk management as expeditiously as possible.
Prior to becoming the Chief of the HERD, Ms. Keiser served as the Supplemental Program Manager for the Jacksonville District overseeing the execution of over $3.5 billion in Bipartisan Budget Act funds. Additionally, as the Director of the Regional Center of Expertise for Regional Sediment Management (RSM-RCX), she established the Center and was responsible for strategic leadership and oversight, ensuring the optimal use of the 200 million cubic yards of sediment dredged by USACE each year. Ms. Keiser was the Dredging Program Manager for the Jacksonville District U.S. Army Corps of Engineers for over ten years and the Chief of the Jacksonville District Coastal and Navigation Section for five years. During her years in the Engineering Division Ms. Keiser worked extensively on flood risk management projects in Puerto Rico. In addition to her district and regional duties, Ms. Keiser has supported multiple emergency response missions and served on a variety of National teams aimed at improving USACE capabilities.
Ms. Keiser has a master’s degree in Geology from University of South Florida, a bachelor’s degree in Geology from Juniata College, and is a Registered Professional Geologist (PG) as well as a Project Management Professional (PMP). She has received numerous awards and commendations including a USACE Innovation of the Year Award, the National Corps Award from the American Shore and Beach Preservation Association and was selected as the USACE 2024 LTG John W. Morris Civilian of the Year award.
