Rachel D. Gray serves as District Counsel for the U.S. Army Corps of Engineers Caribbean District.

Headquartered in Puerto Rico, the Caribbean District delivers a multi-billion-dollar civil works program and provides oversight for military construction projects, navigation initiatives, regulatory permits, emergency response efforts, and interagency and international services throughout the Caribbean region.

In her role as District Counsel, Ms. Gray leads a team of attorneys and a paralegal, providing comprehensive legal services in support of all District activities.

Prior to her current position, Ms. Gray was the Senior Civil Works Attorney for the Corps of Engineers’ Jacksonville District, where she advised on South Florida Everglades Restoration, Lake Okeechobee operations, and flood risk management, navigation, and coastal storm risk management projects. She played a pivotal role in defending the Corps in litigation, including nationally significant cases involving Lake Okeechobee, the Everglades Agricultural Area Reservoir, and San Juan Harbor improvements.

Ms. Gray began her federal career as a Trial Attorney with the U.S. Department of Justice’s Environment and Natural Resources Division, serving as lead government counsel in federal court hearings and trial. Her early legal experience also includes working at a private law firm in Washington, D.C., and the St. Johns River Water Management District in Florida.

She holds a Juris Doctor from The George Washington University Law School and a Bachelor of Arts from Tufts University.
