Caribbean District issues pre-solicitation for Quality Assurance Services

RFP supports supporting CW, IIS, and MILCON projects in PR & USVI

SAN JUAN, Puerto Rico – The U.S. Army Corps of Engineers Caribbean District will soon issue a Request for Proposal (RFP) for a Quality Assurance Services contract supporting Civil Works, Interagency and International Services (IIS), and Military Construction (MILCON) projects across Puerto Rico and the U.S. Virgin Islands.

The upcoming solicitation will be a Total Small Business Set‑Aside, seeking qualified firms under NAICS 541990 – All Other Professional, Scientific, and Technical Services (size standard: $19.5 million). The contract will be structured as a Single Award Task Order Contract (SATOC) with an IDIQ capacity of $35 million over a potential five years.

Scope of Work
The selected contractor will provide comprehensive quality assurance services, including:
  • Assessment and monitoring of compliance with plans, specifications, and construction documents
  • Quality assurance review of submittals, reports, plans, studies, and technical documents
  • Construction inspection of dams, levees, dikes, seepage cutoff walls, embankments, berms, flood control structures, pump stations, and associated electrical systems
  • Collection and laboratory analysis of soil, concrete, and water samples
  • Inspection and documentation of general construction activities
  • Daily inspection reports, including construction safety observations

These services will support a wide range of Corps missions, including navigation, flood control, shore protection, recreation facilities, military and federal facilities, water treatment, and environmental restoration projects under the jurisdiction of the Caribbean District.

Anticipated Timeline:
The tentative date for issuing the RFP is on or before July 2026. The contract will include:
  • One (1) base year
  • Four (4) 12‑month option periods
